We employ a multi-disciplinary development team who are able to take projects right through from the initial site finding stage, scheme feasibility and project modelling to planning submission, construction and handover. 

Whilst housing projects either for sale or rent are our speciality, we have also

managed projects to build/renovate, commercial premises, day care centres,

specialist dementia care homes and shops.

Orwell Housing Association

Orwell Project Management is a development service provided by Orwell Housing Association. Orwell Housing Association has for a number of years led e² one of the biggest development consortiums in the eastern region developing on behalf of local Housing Associations and Local Authorities. 

Since the creation of e² in 2005 the development team at Orwell has successfully delivered over 2000 new homes for its partners. We have consistently met, and in many years exceeded, the targets set by the Homes England for the delivery of the grant funded programme.

 e² is considered the most diverse consortium in the East and nationally are regularly invited to comment on emerging Homes England and government policy in relation to housing. We are therefore considered a valued and important partner for the government in the East region.

The development team at Orwell have worked together for over 15 years and over this time our team have developed a significant amount of experience and expertise in working alongside partners in bringing forward land for development and project management of delivery.

Our Services

Site finding & Feasibility assessments

Our team are multi-disciplinary which includes a range of professional backgrounds including housing, planning, quantity surveying and building qualifications (CIOB). This means we are able to identify opportunities for development, navigate through the planning system and bring sites through the process into delivery.


When considering the viability of your projects we are able to offer our clients the benefit of our teams experience and judgement as well specialist development appraisal software. This software considers viability around a number of financial factors that can be altered to our clients own financial parameters and drivers.

Strategizing

Although we recognise that decisions around whether to proceed with projects can be made on commercial judgements our experience has taught us that these are not the only factors and our team can guide you through the process to make your projects become a reality.

Master Planning

Our team are able to undertake master planning exercises to plan and strategically manage sites in order to optimise potential. We have worked with a number of clients and successfully advised them of how best to maximise their assets to achieve the full potential, whilst bringing on board key stakeholders through the process.

Construction Project Management

The team at Orwell Project Management has a wealth of knowledge and experience when it comes to construction project management and the often complex challenges it can bring. We are skilled in providing a professional and all-encompassing service that will cover the whole project, from inception to completion. Our services will cover procurement, risk analysis, contract administration, programme management, quality control and financial monitoring to name but a few. Our extensive knowledge of project delivery also enables us to be adept at guiding schemes through the vast array of legislation and regulations that need to be adhered to.


We appreciate that every project is unique in nature and we tailor our services accordingly and work with our clients to help deliver the end product they are looking for.  

Finance Consultancy

To date we have worked on a variety of projects ranging in value from £50,000 to £8,000,000 and delivering anything from new build houses, office buildings, very sheltered housing schemes and refurbishments.  

Property Sales

With many years of experience in selling shared ownership homes, leasehold for the elderly accommodation and open market sale properties, we are able to offer a sales service with a personal touch. Creating a bespoke marketing plan specific for each development, we use our in house team to ensure that purchasers have a supported and positive experience of buying their new home.

Having managed and administered the housing development programme for the e² Consortium of Housing Associations and Local Authorities for over a decade, the Orwell PM team can provide programme management services to suit your needs.
